In this paper, I try to reconsider the “racial democracy”, a concept originally created by G, Freyre, in Brazil whether it is really realized or not. Race mixture in forms of miscegenation forms the foundational concept of Brazilian racial ideology. Miscegenation makes Brazilian more tolerable to different skin colors. Racial democracy denies that there are any racism in Brazil. However, if we think twice the history of miscegenation, it is hard to say so. Well known whitening was a typical strategy taken by the white ruling group in the context of scientific racism to eliminate the large black population. Brazil denies racism ignoring the racial hierarchy. Blacks and mixed bloods are composing the low class. Loosing their racial identities as a result of whitening, they failed to mobilize their force to improve their social status. In Brazil, there is no segregation which is frequently observed in the United States. Blacks and mixed bloods do not live in a confined area isolated from the white. If the racial problem of the United States can be defined as “segregation”, “exclusion” is the proper word that describe the racism in Brazil. Brazil is ignoring the racial reality under the guise of “racial democaray”
