Description of content: The draft Act amending the System of Compliance Assessment of Articles for the Needs of State Defence and Security Act introduces editorial corrections to the definition of supplier and technical terms of reference. Furthermore, the model statement of compliance is dropped and the requirements concerning the contents of this document are defined as an open catalogue. Responsibilities concerning the assessment and supervision of units engaged in the process of assessing the compliance of products for the needs of State defence and security are transferred to the Minister of National Defence. It is now permitted, on approval by an appropriate minister, to omit the compliance assessment of articles for the needs of State defence and security in the event of obtaining a product as part of an urgent operational requirement (at the same time defining this concept) . |

Objective and rationale, including the nature of urgent problems where applicable: The purpose of issuing the Act is to: – perform an editorial correction of the provisions which leave interpretative doubts; – remove excessive formal difficulties by no longer defining the model statement of compliance; – simplify and standardise the manner of assessing and supervising units engaged in assessing the compliance of products earmarked for the needs of State defence and security. |
