Description of content: The scope of fire fighting products, flammable or explosive appliances, machines, equipment, as well as the products belonging to the scope of flammable or explosive technology is changing continuously in parallel to the technical progress, and along with this development the conditions necessary for the marketing, installation and application of these products change as well.

The amendment of the decree serves two purposes: on the one hand, the repeal of the rules which had become obsolete due to the changed product scope classification, changes in the procedure for the appointment of the certification body, clarification of the field of activity applicable to fire fighting products, and flammable or explosive appliances, machines, equipment; on the other hand, easing the bureaucratic burdens to be borne by clients.

Objective and rationale, including the nature of urgent problems where applicable:Content of the regulation: Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonized conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (hereinafter referred to as EU Regulation) has been applicable in its entirety since 1 July 2013, in connection with which several Hungarian laws had to be amended. We shall amend the laws concerned by the notification in accordance with the EU Regulation. The construction products which used to be considered as fire fighting products as well are no longer subject to the scope of the decrees.

In respect of the flammable or explosive appliances, machines, equipment, the requirements applicable to obtaining the certificate of fire safety conformity will be simplified, as in the course of the repeated certification of the product, the certificates and inspection reports obtained previously may be used.
