[경제] Making Women’s Voices Count in Community Decision Making : A Qualitative Study of Two World Bank-Supported Projects in Armenia

This report summarizes a qualitative study undertaken as part of World Bank’s Armenia Country Gender Action Plan FY17-19 (WBG 2017b). The study aims to build the evidence on how best to strengthen women’s voice and participation by documenting and capturing the lessons learned in implementing two World Bank projects that foster women’s participation in community decision-making bodies in Armenia: i) Armenia Community Agricultural Resource Management and Competitiveness (2013-2016) (CARMAC-I) and Second CARMAC (2014-20). The report offers operational recommendations to improve the quality of women’s participation in the CDMB’s created under the projects. The study employed a analytical framework, adapted from Das (2014), that depicts the interaction between motivating and constraining factors on quality or form of participation: nominal, passive, or interactive. The strengthen of constraining factors may overpower motivating factors, resulting in weaker forms or levels of participation. On the other hand, motivating factors such as women’s community solidarity, institutional support, and so forth, can influence the form of participation. The conceptual framework indicates that narrowing the gap between women’s motivation to participate and their ability to do so could enhance the quality of their participation in CDMBs.
