This note provides a review of the Payment Systems and Financial Market Infrastructure (FMIs) in Georgia with a specific focus on the RTGS. The note was prepared in the context of a virtual mission of the Financial Sector Assessment Program (FSAP) to Georgia in January-February 2021. It provides a high-level review of the National Payment System (NPS), an in-depth assessment of the Real Time Gross Settlement (RTGS) system operated by the National Bank of Georgia (NBG), the RTGS cyber resilience, and the observance of responsibilities of the Georgian financial authorities for financial market infrastructures. The note provides recommendations for improving the NPS and its oversight arrangements. The CPMI/IOSCO Principles for Financial Market Infrastructure (PFMI) are applied as the organizing framework for identifying gaps and recommendations without assessment ratings.
