Ratings for the Smart Government Project for Mongolia were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: need of strategic and influential head of project steering committee to drive collaboration across stakeholders. Project design should be kept simple and be matched with client’s technical know-how and capacities. Enhanced project implementation and technical support that augments client capacity will require sufficient budgetary resources. Helping the implementation agencies to strategically re-orientate its focus on project disbursements and result targets. M and E indicators were used effectively to assist in management and decision making during the project restructurings. Use of simple but highly effective project management tools to institute project management discipline. Having the Bank task team located in a similar time zone as the project country increases client’s trust and implementation efficiency.
