Ratings for the Supporting Education Reform in Targeted Circuits Project for Ecuador were as follows: outcome and Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: when reengaging with a country on new lending, preparation teams should closely work with implementing agencies to ensure understanding of the World Bank’s policies and procedures and help ensure a simple project design with realistic and achievable expected results. Similarly, when country knowledge is not up to date, it is important to define project development objective (PDO) and intermediate result (IR) indicators carefully. Since risks to countries’ macroeconomic realities and prospects, and political realities are difficult to mitigate, project preparation teams need to be closely attuned to these risks and address them in project design. In projects with a large number of contracts related to rehabilitation of civil works and furniture purchase, a proper market research is needed to identify the best strategy/approach and the definition of the most adequate selection method. The establishment of objectives and targets should consider the timing of local budget allocation processes.
