Ratings for the Energy Efficiency (EE) Project for Kazakhstan were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was high. Some lessons learned included: selectivity in EE project design is key to the viability and sustainability of EE programs in public and social facilities. Health and safety issues need to be an important focus area when implementing EE projects in public and social facilities. Incentives and or disincentives in the budget process of public and social facilities and the local authorities under which they are situated are crucial to the sustainability of energy efficiency investment in these facilities. The importance of having an institutional champion and political commitment to launching a new country level initiative, such as a new EE financing mechanism, needs to be reflected in the dialogue process to set the client priorities and resource allocation. There are also important lessons learned from this experience that go beyond the project itself, with implications not only for country engagement but also the sector.
