Ratings for the Education Reform Project for Moldova were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: to ensure good results, project teams need to stay attuned not only a project’s implementation and challenges, but also to findings of country and sector strategies and reviews and adjust projects’ design as relevant. It is important to exercise caution in using learning outcomes as a project development objective (PDO). As a corollary, early project restructuring helps ensure good results, and should be processed as soon as issues are identified - small problems can become big ones and need to be addressed as soon as possible. Projects when designed and appraised, should have a clear perspective of the extent of issues to be addressed, and of what addressing them will require. The use of country systems, together with results-based financing, facilitates project implementation, enables more focus on results and allows the work of both government and the World Bank’s implementation support teams to focus on key sectoral issues as opposed to fiduciary challenges. While it is obvious that government commitment to a project is fundamental for achieving good results, it is worth reiterating that a higher-level strategic objective can be an important driver of Government commitment. The process of school networks consolidation is politically and socially challenging and requires strong political will, comprehensive planning, measures to monitor and mitigate risks including dropouts, involvement of stakeholders, transparent communication regarding the ultimate goals and benefits of the reforms (quality education in larger and better resourced schools), continuous evaluation, and proper allocation of resources for transportation, upgrades of receiving schools, teacher training, and support for school administration, among other activities.
