Corruption is one of the most concerningproblems of the contemporary societies. It isespecially a serious issue for countries in transitionto democracy. Romania is one of the caseswhere corruption seems to be a problem that hasno solutions. Much emphasis was placed on theimprovement of the functioning of justice, andsome positive signs seemed to appear in the lastfew years. But justice is like a surgeon who iscutting but is hardly putting something instead.Therefore, I am advocating that an emphasisshould be placed on the development of a soundcivil service that will ensure an improved ethicalconduct in the public service.
